WCI Responds to World Bank Energy Strategy Consultation

The World Coal Institute (WCI) has submitted a response to the World Bank Energy Strategy Consultation process.
The submission initially provides general comments from the WCI on the role of coal and overall World Bank energy strategy before addressing the six areas for comment outlined in the consultation process:
- Where the help of the World Bank Group in the energy sector in developing countries is most needed.
- Whether the proposed approach adequately addresses the needs of the poor and marginalised and any suggestions for strengthening this aspect.
- Whether the proposed approach strikes the right balance between meeting the needs and priorities of low-income countries along with those of middle income countries.
- Which principles the World Bank Group should following resolving trade-offs between meeting the local energy needs of individual countries and reducing global greenhouse gas emissions.
- What role the World Bank Group should play in promoting new technologies and/or helping to transfer existing technologies to new markets and how much weight the Bank Group should give to each.
- Other suggestions for strengthening the World Bank Group's work in the energy sector via this energy strategy.
Finally there are a number of specific comments on several other aspects of the strategy. These specific comments refer to the World Bank Group (WBG) "Energy Strategy Approach Paper" dated October 2009.
The WCI is a not-for-profit organisation working internationally on behalf of the world's major coal producers and stakeholders. In preparing this submission, the WCI has consulted its member organisations in both developing and developed economies on their views on the WBG's energy strategy.
