FIXED -TERM APPOINTMENT OF THREE YEARS (POSSIBILITY OF RENEWAL)

The IEA seeks a Senior Energy Analyst to lead the Agency's work on coal. In recognising that coal will continue to play a major role in world energy supply for many decades to come; co-operation is needed between governments, individual corporations and across industries to monitor coal markets and to accelerate improvements in the environmental performance of coal use. Policies are needed to encourage deployment of more efficient, clean coal technologies, particularly those that can deliver significant reductions in greenhouse gas emissions through the capture and storage of CO2.

The selected candidate will be part of a team of enthusiastic professionals reporting to the Head of the Energy Diversification Division working closely with staff working on fossil fuel issues across the Agency.

Job Duties

1. Analysis and Teamwork

  • Lead the Agency's work on coal and the writing of associated reports and publications to meet the needs and priorities agreed by Member countries. This will involve:

- Monitoring and analysing developments in the coal industry and coal markets taking account of related developments e.g. in the electricity and financial markets. Preparing regular reports for IEA publications covering coal markets, coal-related issues, such as subsidies, and coal statistics. Establishing and maintaining a coal market information system.

- Undertaking in-depth policy analyses of the coal industry and coal markets in the context of regulatory reform, market liberalisation, financial market developments relevant to coal, international trade, environmental developments, changes in technology (including carbon capture and storage), climate change policy and energy security concerns.
- Supporting the Agency's work on outreach by contributing to the analysis of the coal industry and markets in non-Member countries, in particular China, India and Russia.
- Managing the relationship with the Agency's Coal Industry Advisory Board (CIAB) of 40 senior executives, including an annual plenary meeting and work programme.

  • Participate in multi-cultural and multi-disciplinary project teams consisting both of IEA staff and external experts engaged in qualitative and quantitative analysis and formulating policy recommendations. Contribute personally to these activities through intellectual and technical leadership, coaching and developing staff, as well as by winning and managing resources to support projects. Participate in recruitment and identify external experts.
  • Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of coal. Contribute to the development of the Agency's programme of work. Identify key priorities for action.

2. Liaison and Outreach

  • Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, the development of programmes and conferences. Liaise with the IEA Implementing Agreements to help support the IEA's work on developing clean coal technologies.
  • Participate in preparations for meetings of IEA standing committees, working parties and conferences as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
  • Maintain contacts with policy-level government, other international organisations, industry and research institutions. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages

1. Education and experience

  • An advanced university degree(s) in relevant disciplines, such as economics, physical sciences or engineering.
  • Eight to ten years' experience of analysing and reporting upon international coal market issues. Experience of working with committees, facilitating dialogue and building consensus.
  • Excellent understanding of the energy sector and technologies for developing cleaner coal.

2. Key competencies

  • Proven quantitative analytical abilities as demonstrated in past work (analytic reports, operative models, and/or published papers).
  • Creativity, energy and commitment.
  • Proven track record of managing complex projects involving multiple inputs to meet tight deadlines and to budget. Strong sense of responsibility for the successful completion of assigned work. Demonstrated ability to create an environment conducive to teamwork, innovation and open communication.
  • Excellent level of computer literacy.

3. Communication and languages

  • Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues at all levels in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
  • Strong communication skills. A demonstrated ability to prepare reports quickly and clearly in written form on complex technical issues for a more general policy audience. Ability to organise and structure material and data clearly.
  • Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

NB. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
